On the edge of Octavian Projects, a new building under construction towered over the others. Only partially completed, the steel superstructure stood open in spots, a hollow skeleton of what it seemed destined to become. All work on the building had stalled out.

PLAIR had noticed a variety of shell companies involved in the permitting and construction of the superstructure, and devoted more processing time to unraveling who, exactly, was behind it. Ultimately she found that four individuals, tied to different criminal organizations, had partnered to create a high rise condominium near the border of three boroughs. Because the permitting process was easier in the Projects, which had seen little in the way of development the last decade or so, they chose to build in that borough.

But once the AI realized council members had all been bribed to allow for the taking of existing buildings through eminent domain, and continued to receive payments through other companies tied to the project, she put in a request for AOJ to investigate. A court order to halt construction soon followed, and work came to a standstill.

That was two years ago. Municipal sensors nearby kept getting vandalized. One of the things about the building that concerned PLAIR was the fact that lead was used extensively in the outer veneer. Anyone inside would be very well shielded, and since the Projects had a lengthy criminal reputation, the entire situation remained entirely undesirable in her estimation.

Since the area was already blighted, an unfinished building fit right in with the surroundings.

The internal elevator shaft was also lined in lead, the architect designing things so that residents could enter the building from below, unseen by PLAIR’s sensors. And, the lead veneer on the outside had been completed for the top floors. With the illegal installation of some industrial-grade power packs, clandestine access to the upper levels had been restored.

And the beauty of it all, Benjamin Bohanan thought, is that no one is going to check out this building. For all intents and purposes, everyone thinks it’s empty. Including PLAIR. The litigation tying things up in court should help keep it “vacant” for years.

A bigger man than most, with chunky dark hair sticking out in spikes thanks to liberal use of styling gel, he stood with his hands in his pockets on the top floor.

Beebo smiled, looking at the outer walls blocking what would probably be a fantastic view overlooking three boroughs. Most likely, the original owners planned to put in holos where the windows would have gone. These would give a live view of the outdoors on the other side of the lead veneer without compromising security.

I can live without that, he thought. A lead wall is fine.

“I got it!”

He turned as the elevator pod opened and Lindsie stepped out. She walked into the open, spacious top floor wearing a bikini top and hip-hugging shorts.

All the other girls in the Tartars, of which he and she were now in charge since Spence’s second arrest, wore tight and revealing clothes too.
